this question is in referance to this quote by George W. Bush last night -"Tonight I ask the Congress to authorize an increase in the size of our active Army and Marine Corps by 92,000 in the next five years."

Is he asking for a draft? That's what I got from it? Otherwise why would he ask for them to authorize more personal when we have a shortage of people willing to go?

No he is not asking for a draft. He is simply asking Congress to change the law limiting the size of the US Army to allow for more troops.

The US Army is currently at the maximum size allowed by Congress. There are enough volunteers to staff larger armed forces - the reason it will take five years has more to do with the time it takes to build new facilities and form new units.

He is saying that he wants to grow the size of the military by 92,000. AND THERE WILL BE NO DRAFT UNLESS A DEMOCRATIC CONGRESS PASSES IT!
