no how. She could, perhaps, become a student. For this she must enroll somewhere, then go back home and apply for a student visa. She would have to prove that she would come back, that she has enough money to pay her tuition and living expenses, that the money come from her, not from some man, and the last but not least - that she can not study that major in her own home country, and that afterwords she will be able to use the degree in her own country. It seems useless.
Business investments should start from half a million dollars, she must prove it is her money, she must hire at least 10 workers, benefit the country, it must be
A unique business, which won't damage the authentic American
businesses. That she is qualified to run that business.
Having a property does not guarantee a visa, she will have to go back, apply for a visitor's visa, and prove that she will be
coming back, seeing that she already has a place to live...
purchased by a man... The embassy would think she is going to stay on with that man. It is marriage or nothing. Wave her good bye.

Analysis of selected answers so far...
Shark:
Even if the Dems finally get to immigration reform, they are not likely to give anything to illegals who have been here less than 5 years. That's the compromise that almost made it last time. It won't help this Natasha, though.
Lee F:
Basically right, but the I-20 MUST ABSOLUTELY be filed and current before her present visa expires. (Even summer 3-month J1s usually can't move this fast to keep their visas from expiring) It might be too late already for this option.
Lady in Red:
A noncitizen can't apply directly for citizenship without first having a green card. Back to class with you!
Special:
Of course, he wants his Ruski tort and to eat it too!
da Da DAAAAA!!!
Maybe he can pay her tuition costs to put her into school? This might be a good solution and satisfy those Politically Correct and egalitarian folks.
Nastya:
It's extremely unlikely to see a 2nd visa extension without some compelling circumstance (medical, family emergency), She's lucky they did it once already. But see above. She will have to move fast if she wants to get into college.
Kevin:
Only if she gets CAUGHT will it be bad for her.
Theoretically under the current visa laws, she could stay here illegally for the next 15 years and if she never was caught and sent to the immigration court, then she could simply adjust her status with no penalty whatsoever (well, maybe a dirty look from the USCIS person doing the interview, but nothing worse).
But once she gets caught, then all bets are off. She get the notice to appear (NTA) to the immigration court and then she gets deported. Once the NTA is served it won't help to get married -- too late for that then.
She would have a 3 year bar for applying for immigration benefits if she stayed here illegally more than 6 months and less than a year and a 10 year bar if she stayed illegally more than one year.
Of course she could reapply to come back earlier (than the 3 or 10 years) if she was deported (212 and 601 waivers). But these aren't always granted, although usually they are granted. 92% chance of being granted if you are Mexican, but, unknown if you are OTM (other than Mexican)
Schmegicky sez to TimE:
Dear boy, get your popochka IMMEDIATELY to a qualified lawyer who does both immigration and prenups. Get yerself one of them Prenup agreements so you don't have to pay her if she dumps you as soon as her conditional residence status is removed. Get her on the pill or use something yourself until you are ready to deal with the possibility of a family.
DHS (Department of Homeland Security) the successor to INS is starting a new program called "Operation End Run" Their goal is to have every illegal deported by 2010. Of course, the DHS now owes me a new monitor because I spit coffee onto my monitor through my nose while laughing at the absurdity of this plan. But, whether or not they actually do this, the clear message is that it isn't as safe as it once was for an illegal in the U.S.
Either get her into classes quick or go find a Justice of the Peace and get hitched.
(NOT LEGAL ADVICE. YOU ARE BEING STUPID IF YOU DON'T TALK TO A REAL LAWYER)

If she stays illegally, she'll never get a visa to return here. There is already a record of her with INS, unlike the other "illegals" that the prior posters are talking about, so she will get caught.
If her visa is a student visa, she can likely extend it as long as she's still in school. If not, good luck. Even marrying her will not allow her to stay, although you can delay the departure until they require her to to to the US Embassy in Moscow for her interview to stay.

Is she hot? If yes she can hide in my bed! (joke joke relax juinor)
Sounds like you want your Russian cake and eat too! Mabey it's time for you to actually consider a commitment on your part. If not then enroll in school and try for a student visa along with a work authorization.
To bad it wasn't the early 80's, she could of just defected and been granted amnesty.

I think your only option is to marry her.
You can always get an annulment later.
