1970's house Three layers of paper on most walls are all peeling off. I have removed it all. Walls are bare- mostly- a thin sheet of paper, torn in places and raw in others, is still on there (its not the sheet rock). I have sprayed the remover and scrapped till I hate the project- its just so many- can I just paint over it?

What do I need to pain to prep "water proof" the walls then put vinyl paper in the bathroom in kitchen? What brand? What products? Thanks so much! I can follow directions- ha ha.

Try a steamer, you can usually rent one from Home Depot for like $30 a day.
I did a room in my grandmas old house that had like 3 layers of wallpaper, a couple more layers of paint, and the steamer worked WONDERS!
Also, once you are donw with that, when you get down to the bare walls, if they are plaster walls (most older homes have them), take some amonina, water, and a mop, and mop the walls to get the excess glue and **** off the wallIt isnt in your best interest to paint over it, b/c eventually the paint will crack and peel....a lot quicker then if you painted a bare wall.

Most important is hot water and leave it , should be workable in about 8 to 10 minutes, I put down a drop on the floor and use a garden sprayer to soak it up, you could use a bottle sprayer too, like what windex comes in. To prep walls depending on how bad you tore them up removing your paper skim coat with thin layers of joint compound using a 6" broad knife, I use a zinseers product named 123 which is a great primer and can be used for wallpaper so you don't have to size the walls, this is the main reason your having so much trouble, your walls were never sized in the beginning. Go to your local paint store that carries Zinssers products and you'll find the right product for your needs. Yes use the vinyl in both areas so you'll be able to wash easy and in baths I still like to paste my paper even though it's pre-pasted after all you dealing with nothing but moisture in both places and whats taking your paper off now, Moisture, good luck

Do-It-Yourself Method I Invented When I Had a Job Removing Wallpaper That Would Not Come Off, Due To There Being 5 Layers Of it on the Wall. lol

Buy yourself some DOWNY or other THICK liquid fabric softener.

Add 1 cup of the liquid fabric softener to a large sprayer bottle, and fill the rest of the bottle with HOT WATER. Shake VIGOROUSLY to mix ingredients!!!

Spray the HOT mixture on the papered walls in a good thick coat, let sit for aprox. 20-min. [Be SURE to protect flooring with a drop cloth or plastic].

You may then remove the paper from the wall with a scraper.

I have to agree with les the painter, we are also painters. I would suggest a good sponge and some warm soapy (dish Soap) water. Put down a drop cloth, THIS ONLY WORKS IF YOU DON"T HAVE LAMINATE FLOORS, wash wall with soapy water, let water soak in for 5-10 minutes, use vinyl scraper or mud knife to remove excessive, may need to do several times. Brown paper looking stuff is the backing to the wall paper, yes it needs to be removed prior to painting or wallpapering. Allow walls to dry thoroughly first to prevent mold

to take the wallpaper off try puttin Hot water in a spray bottle and mist it over the wallpaper til its wet and let it sit a min and try to peel it off then

leave it there... it's the paper backer of the wallpaper, ok to paint, or texture right over it!
