Does the moisture outside effect the interior quality of the painting?

Absoutly, if your lucky enough that the paint will sticky to the wall its gonna take a whole lot longer to dry, days, just wait till the weather warms up an you can open windows and doors and have good ventilation.

Yes. If you must paint while it is raining, get a dehumidifier and run in the room while your painting and at least 12 hours after.
