In the US there is not.
You can carry liquids, gels and other items in a 1 quart, clear, zip top bag. Each item in the bag can be no more than 3 oz.
With that said, if you bring a 6 oz toothpaste tube that is half empty they will make you throw it away. They also really will enforce the 3 oz rule. On my last flight, the lady sitting next to me had a bottle of lotion that was 3.8 oz and she had to chuck it.
The TSA website http://www.tsa.gov has a full listing of things you can and cannot bring on the plane--if you print out the list, which I did, it's 11 pages long. In my experience though enforcement will vary from airport to airport (in typical government fashion).
As for brining water on the plane. Once you have crossed the security checks you can buy water and bring it on--as well as food and sodas etc.

Last I knew you could carry on some liquids if they are in bottles of 3oz or less and are carried in a clear plastic Ziploc bag but check with your airline. They started allowing things like medications and eye drops again shortly after the ban.

No, but, you can carry up to a 10 inch knife.
Sure there a Ban, why you think they started that, just to stop? This will probably be an on going thing now it started. Best to learn what you can and can not carry on. Call or Internet your Air Line and learn before you lose something. Because they just take it away and trash it.

What You Can and Cannot Put In Your Carry-On Luggage
Update: Refined Security Measures Effective Sept. 26, 2006
Liquids, gels and aerosols must be in three-ounce or smaller containers and in a one-quart, zip-top bag.
At the checkpoint travelers will be asked to remove the zip-top bag of liquids and place it in a bin or on the conveyor belt. X-raying separately will allow TSA security officers to more easily examine the declared items.
In addition, larger amounts of prescription liquid medications, baby formula and diabetic glucose treatments must be declared at the checkpoint for additional screening.
In addition to liquids, gels, and aerosols numerous other potentially dangerous items are not permitted in carry-on baggage.

Yes, they still ban liquids, when you to the security check if you have any kind of liquids they would tell you to throw it away in the trash can that they have, I know it happen to me in October.

Read the guidelines posted by Mike M, who did his homework. Any rule variations will be by airport, not by airlines (who don't participate in the screening process)
That said, I forgot I had a small bottle of hand cleanser in my purse, and nobody spotted it. On my way back, I found a proper bag and declared it properly. (stupid rule, by the way, "a 1-qt zipper bag" why not any clear bag? Does the ASA have stock in Ziplock?).

Go with yes,
They let you bring on liquids that are sample bottle size. Any thing else doesn't fly, even if you can buy it in the store around the corner of the security station.

yes, all liquids must be in 3 oz containers or smaller. and it also depends on the airport too, some airports are more proper then others in doing there jobs. where i live my airport is very lean on these rules, from what i hear.

you can bring on small amounts of liquids...everything has to fit inside a clear quart-sized ziplock bag. They can examine the bag.

2 months ago i flew to NC from NJ and NO-ONE checked or asked to remove such items...
However, on my way back in NC i was asked to leave behind my hair products, perfumes, lotions and even lip gloss!... Emily is right, as long as you can put them inside a clear ziplock bag you will OK!
