If muscles shrink after being sick for around a month, do they recover more quickly if I start working out again? Or after being sick you have to start all over again at the same pace?

Patrone has it right. I think the biggest consideration when returning from ILLNESS is that you make sure you are completely recovered. After illness, your body is in a weakened and vulnerable state. Maybe do some light maintenance early, but don't try to go back to "normal training" too fast, lest you have a relapse or other illness.

My personal experience was with accident. I was at my best physical condition ever running 4-6 miles every day, when I was severly injured. 17 days in the hospital and watching your muscles atrophy is not a pleasant sight to see. Anyway, it was surprising how hard it was having to learn to walk again. But eveyone said I recovered very quickly because of my physical condition. Nevertheless, it was about 3 months before I could start back doing any running/walking/training. And complete recovery was about a year.

your muscles should be weaker, but not to the extent of when your first started training.
