1. First, put a different CD in your CD-ROM drive, the computer might be confused because the CD is damaged/scratched.
2. Second run a virus scan and spyware scan to make sure spyware/viruses aren't interfering with your internet connection.
3. Next, try reinstalling the CD-ROM drivers. Go to windows control panel, click on system, click on the CD-ROM icon, right click on the icon under that, then click "remove". Now reboot your computer and Windows will help install your CD-ROM drive (and eliminate any CD-ROM configuration problem).
3. If this does not work it most likely means the CD-ROM isn't correctly connected and/or has internal problems. At this point you need to go inside the computer and check any cables attached to the CD-ROM drive are tight....or hire someone who you trust to do this well.

NEVER trust anyone who tells you to re-install Windows to fix a hardware problem. Yes, that will work, but it will take days, sometimes weeks, to rebuild your system and documents after re-installing Windows...REINSTALLING WINDOWS is often the type of answer you get from people who know something, but are far from experts, at computers. My solution takes no more than an hour if done well.
I'm a Masters of Science in Information Systems and I have been building computers from parts and repairing them since Freshmen year high school (I am 26 now)...I don't know everything about hardware but I can get very close. :-)
