based on my personal experience, between 4AM and 6AM.
There is some local variation, depending on the size of the hospital

Very early in the morning, Sundays and holidays, same is true for the ambulance services I have worked for and for jails I have worked at. Crazies are too tired to get up and for some reason calm down on Sun and holidays off. Full moons are a whole different story though. Really crazy for those places.
