There is also the story in Numbers 22 & 23 about a king that wanted to curse Isreal but Balaam was met by and Angel and told that he could only say what God put in his mouth. He couldn't curse Isreal and only blessings came out of his mouth.
And the call of Abraham where the Lord tells him that He will bless those that bless him and curse those that curse him. Genesis 12
1 The LORD had said to Abram, "Leave your country, your people and your father's household and go to the land I will show you.
2 "I will make you into a great nation
and I will bless you;
I will make your name great,
and you will be a blessing.
3 I will bless those who bless you,
and whoever curses you I will curse;
and all peoples on earth
will be blessed through you."
God wants us to be a blessing to all the peoples of the earth.

In keeping your heart pure Matthew 5:44 which has already been stated says to pray for them,
and Luke 6:28; bless them that curse you, and pray for them that despitefully use you, and Romans 12:14; bless them which persecute you, Bless them and curse not..
And rest assured by Gods word that says the battle is not yours. He will if you keep your heart right and pure and do not curse these God himself will prepare for you a table before you enemies.
So pray to the Father that he would bless them with the convicting power of the Holy Spirit, that their soul not be lost, that they might become justified before him and found guiltless of sin. Father forgive them of their sin. In Jesus Name.
Then do not speak anything against them ever. as long as you curse them, you your self will become cursed.

the specific verse is 44, you will want to read both verse 43 and 44.
The whole sermon on the mount is very good instruction.
You can find the whole sermon on the mount in chapters 5-7.
Never curse anyone, never hold bitterness in your heart.
The Christian life is one of servant-hood to others.

Matthew Chapter 5. It's the Beatitudes, found in the sermon on the mount.

I don't know where in the bible , but for sure is in the bible .Maybe one of the apostoles said this.....besides , I have an European bible neither English , nor American...A theologist can give you an answer if you cannot find a christian man knowing exactely where...
