It's normal, but neither of you can act on it. If you do, even if you're "legal" he'll lose his job and never work in education again.
If you're not "legal" then he'll spend the rest of his life as a registered sex offender and never get a decent job again. Plus, there'll be periodic vigilantes dropping by to harass and possibly kill him because he's on "the list."

It's not abnormal for a 16 or 17 year old girl to be attracted to a guy. It would be extremely abnormal, and criminal, for you to follow through with your attraction.
Try to focus on guys your own age. That would be best for everyone.
