Plumule is the future stem of the plant body, its function is to give out leaves and make the plant capable of carrying out photosynthesis.

I'd guess you mean "shoot apical meristem" rather than "stem apical meristem." (If not, let me know.) The apical meristems act as stem cell populations for plant roots and shoots. The cells at and near the tips divide slowly and provide cells that will either grow and emerge as lateral organs (leaves and branches for shoot meristems and lateral roots for the root meristem) or will make up the stem/root below/above the shoot/root meristems.
