I understand the question and fear that it is a great bit. My girl says it was obvious that she had a thing for me and wanted me to ask her out. It was obvious to her, but not to me. It took 2 months for it to be obvious to me. Now this is a no harm no foul look at what you are speaking about. But you can see how it could lead away from the path towards goodness.

A lot. Like when you were in middle school and had a crush on the hot guy/girl and when you talked about it everything that came out of your mouth was nonsense. (For lack of a better example, but yes communication breakdown can be caused by fear of stating the obvious!)

I would joke and tell you to ask Dr. House this question, but I'll try to answer for myself:
Fear of stating the obvious is the beginning of all communication breakdown.
(That was a little easier than I realized to answer...)

That's a rather broad question. Given that people tend to overstate the obvious and don't deal with the real issues, then probably less than for other reasons.

Tons!
No one wants to be "politically incorrect" or "mean," so they find nice ways of putting things that can easily be misconstrued.
This reminds me of a joke I once received via e-mail:
In the Beginning was the plan.
And then came the assumptions.
And the assumptions were without form.
And the plan was completely without substance.
And the darkness was upon the face of the workers. And they spoke among themselves saying: "It is a crock of s**t, and it stinketh."
And the workers went unto their supervisors, and sayeth: "It is a pail of dung, and none can abide the odor Thereof"
And the supervisors went unto their managers and sayeth unto them, "It is a container of excrement, and it is very strong, Such that none can abide it."
And the managers went unto the directors and sayeth, "It is a vessel of fertilizer, and none can abide its strength." And the directors spoke amongst themselves, saying one to another: "It contains that which aids plant growth, and is very strong."
And the directors went unto the vice presidents and sayeth to them, "It promotes growth, and is very powerful."
And the vice presidents went unto the president, and sayeth unto him, "This new plan will actively promote growth and efficiency of this company, and certain areas in particular."
And the president looked upon the plan, and saw that it was good.
And the plan became policy.
And this is how s**t happens.

I know what you are saying. You are saying that when you break something down so simple and explain the complexity in lamens terms and they don't get it it frustrates you right? Some people have no concept of imagination or how things work. If it isn't in black and white and printed in front of them they know or don't care. I feel your fustration on this.

Why would anyone WANT to state something that's obvious? What's left to say?

Power lines. It's all about power lines.
Perhaps fiber-op is the best way to go right now.
(yes... I know... didn't make any sense... I got nothing else though...)
