Friend or not, it is proper to offer them a hanky or tissue and then point to your own nose, then look away while they take care of the matter. Message is received well when handled properly.

Tell them,they will get embarrassed but when you hand them a tissue it makes it easier.I must tell the world something right now--I have pretended to not see one before.The day that I turned my resignation in at a job.Sorry now, not then.FUNNY..........

If it's truly a dangler, yes, you should tell them. But make certain that it's a dangler please. My mother always tells me dreadful stories about a very petite woman she worked with who told her on several occassions, "You have a booger up your nose." That's just icky!
