There are several martial Arts that use circular motion in there techniques, as it was said earlier, the biggest clues as to which one would be the type of uniform worn by the practitioners or by the patches they wore on the uniforms. So it's difficult to say exactlly WHICH discipline you're talking about.
it was quite possibly Aikido or Hapkido, both martial arts emphasize a lot of circular motion in their defense techniques. but the two disciplines differ in their aggressiveness of their techniques
Mostly these two disciplines use the opponents momentum and aggression against them, which means they utilize throwing techniques and also utilize joint locks, manipulation of those locks and pressure points.
the circular motion often represents the movement of water. Which forms the basis of both disciplines
Aikido represents this the most as it has a "soft" nature to it's defense and is the least aggressive of the two disciplines.
Hapkido on the other hand, is more aggressive because it takes the "hard" striking dynamics of 90% of the other Martial Arts out there and uses it (ie kicking and punching, and general striking techniques ), but it still utilizes the "soft" techniques of Aikido as well by utilizing the redirection and throwing techniques, so it lands between the ideals of both the "hard and "soft" criteria of most Martial Arts.

There are several methods utilizing circular motion as means of defense. Taijiquan, Baguazhang, Aikido, & Jujitsu to name just a few.
A possible clue would be the "costume"/uniform the practitioner was wearing. Might indicate what nationality it was and narrow down what arts it could have been.

Multiple different martial styles fall into that mentality catagory.
Baguazhang (internal Wudan style from China)
Aikijujutsu and it's more contemporary version, Aikido (softer internal and external blended style from Japan)
Gyokko Ryu (taught within the Bujinkan syllabus, from Japan)
That's all I can think of.

That was probably Aikido, but only if it was a defensive demo. Otherwise, probably was small circle Jiu Jitsu

if its french its probaly la savate. It consist of circular movement, cane fighting, but no grappling, it is almost simmular to kickboxing.
