If thats the only job you work then yes you will not recieve a refund but will have to pay in for taxes. So if you have a dependant credit it will apply towards what you owe.

If you worked a job that gives a regular W-2 and file 1040? plus the 1099 you will get less of a refund if any

My husband works 1099 and we have to pay in 4000 for taxes however he gets a dependent care credit and it lowers to 3000

Just getting on doesn't prevent a refund but it is considered income so it will reduce any refund that you have coming or even cause you to owe.

If it causes you to owe, do not ignore it. File your return and pay up or you pay much much more in the long run.
