Gargle with salt water. It alleviates the pain.
Use a humidifier or boil water where you live and work -- the steam helps hydrate your voice.
Continue to drink liquids that don't dehydrate your voice (not soda or caffeinated beverages). Water with lemon is great, herbal tea with honey and lemon is a classic.
Try to avoid alcohol - it dries your voice out.
Protect your throat with a scarf and bundle up in bad weather -- you need to protect your throat from the elements.
NEVER yell. Rest your voice whenever you can.
If you haven't already done so, maybe it would be time to see a doctor about this if it's been a chronic problem for 3 years.
It might be due to overuse or general dehydration, but maybe something else is going on that could be serious.

You should definitely go to a doctor for that, but until then, you can try drinking warm water with lemon juice and honey. It helps coughs and sore throats.

Sore throat is usually due to a viral infection. Gargling with warm salty water or mouthwash can reduce the pain and inconvenience. More details and home remedies available at http://ailments.in/sorethroat.html

We all gargle with TCP (don't swallow) and then swallow a teaspoonful of runny honey (you really need the honey to get rid of the TCP taste).
It really soothes a sore throat!

3 years?! I would ask your doctor about chronic illnesses you may have. No one's throat should be sore for three years.
