Chain gangs would be better. More useful.
What would someone learn from getting whipped? How would our western society look at someone whose job were to whip another human being to punish them for a crime? Let a machine do it? No.
Jails should be more than a place to punish wrongdoers for their misdeeds, however wrong they are. While a criminal is in jail, it is a perfect opportunity to try and put them back on track; give them the tools that their upbringing may have denied them and let them back into society with a chance to move upwards in life like a person who had all the chances from the start. Scarring them physically and mentally won't do that. All it will do is shut them out further from society and their options will only include more criminal activity.
All this sounds rosy and fluffy, I know. I'm obviously ignoring crimes like rape and other silent offenses like wife and child beating, but if you don't try to improve the person that committed the criminal act before spitting that person back out into the system as naked as they came in. We might as well hang 'em all and spare the expense...
We're citizens of the 21st century. Lets think of something better.

*No WHAT GOOD WOULD THAT DO? Capital punishment maybe but not corporal punishment On the same hand should we allow euthanasia. If you allow corporal then why shouldnt we just go around beating people up we dont like. If the government spread the wealth or shared the wealth then all the worlds problems would go away. Why does Bill Gates(only an example) need ONE TRILLION QUID when I cant afford ten pence for a box of matches. Share the wealth but not in a communistic way. There is more than enough to go round. Before we start beating them let's make jail and prison an unpleasant experience. No electric but one light bulb. No radio, tv, computer, or phone access, and make them do a days work to earn their stale sandwiches. If there are still too many after taking all their perks and pleasures then let the beatings begin.

how about funding a way to find the cause of the violence you speak of instead of perpetuating it? What causes a person to act out the way they do? ....how many people have been found innocent years after they have been proven guilty beyond a shadow of doubt? What you are seeking is to satisfy the cold blooded killer that sleeps within yourself in an innocent manner..with public justice...like Saddams last words.."Will this make you any better people".

Sure, lets go back to the middle ages. How about chopping off peoples hands for stealing? Or crucifying people? How barbaric do we want to get? Anyone have any empathy anymore?
I think having the death penalty is more than bad enough!
And concerning overcrowded prisons, get smart on the drug laws (like end of prohibition) and 2/3rds of the jails will be empty.

4 murderers, paedophiles, rapists & violent offenders.
& if there's irrefutable DNA proof, witness statements & occasionally an admission.
i'm not sure what we're waiting 4!
the first thing they must do, heeding all common-sense is 2 remove Human Rights from Criminals.
it's caused more trouble, cost 2 the tax-payer & ties the whole process in red-tape knots, hence benefiting No1.
choosing 2 b a criminal should come with more risk than just losing ur liberty alone!
take away their Rights then we mayb able 2 Punish them like we Must.
Or we can hope against all hope that these new Whole Life Tariffs, where they remain in prison 4 the rest of their life, have the desired effect.

I think that a prison should be a place that is not a recreational facility. No tv no computer no gymnasium. Make it tough and people will think twice about commiting crimes

Yes, a good *** beating in public would be better than spending 10's of thousands of dollars housing these thugs. Too bad we have laws against cruel and unusual punishment.

i'm not sure about bringing back corporal punishment, unless it was for murder or child molestation. i'm more into deporting those people who come here to live from other countries and who then go onto commit crimes - send them back home rather then the poor tax payer having to support them whilst their in prison and that way it would free up more prison space
