Actually hard disk is magnetic disc that writes data either in 1 or 0 depending on type of this 0s and 1s combination the computer comes to know that what is there in the drive. When you delete a file you only delete the entry of that file from your windows. To wipe the hard disk complete or a partition search for a software that would write the harddisk with all 1s. What i would suggest is you go for acronis disk partioner which is a very useful tool related to partitioning manager.
Hey i am a forensic expert and i know how to overcome the tricks that brings out your information even if you have deleted.

If you are selling your computer, thoroughly clean your hard drive. Deleting files and reformatting is not enough. Reformatting does not overwrite every sector, and private information can remain retrievable. Use a secure delete or disk wiping utility to overwrite every sector on all hard drives. Be sure to use a utility that supports the U.S. DoD standard of seven passes or wipes. While this method is good enough for most people, be aware that the only absolute way of destroying all traces of everything your hard drives is to have these disks degaussed (demagnetized) and physically destroyed.
Suggested: BCWipe, Evidence Eliminator, or SDelete.

I dont care what anyone says. There is no way to completely erase a hard drive. Yeah, some of those programs work...but it depends what you are trying to hide from who. If you are just wanting to get rid of personal info on a computer that you are selling or giving away to someone else then alot of those programs do the trick. But remember, there is always someone out there smarter than the rest of us who probably still will be able to recover something from your old hard drive. The only certain way to erase a hard drive is to take it out and destroy it. There is no full proof method to make certain everything is erased from a hard drive. Even the military and government does this with some of their old computers with very sensitive material on it. They dont try to erase it-they destroy it.
Btw, pick up the latest issue of Popular Mechanics. Febuary-2007. It talks about this very same thing and explains how there is no way to completely erase a drive.

for industrial strength hard disk cleaning you do not need to spend any money.

DBAN is my favorite one:
http://dban.sourceforge.net/

it conforms to US DoD specs for the really paranoid, although wiping a disk this way can take several hours. Afterwards, I tried my best to recover any data with several recovery tools but found none. In my opinion it is one of the best programs out there.
