I would say...painting a wall. Plus it is much less of a headache than hanging wall paper. I have done both and the wallpaper was much more time consuming and costly than painting a wall.

Painting - both in time and money - a gallon of paint will only cost at the most 30 dollars for the best stuff like American Tradition by Valspar where as wallpaper is going to be double that at least - time wise you will save money due to the fact that wallpaper can take days and at least 2 people where painting can be done by 1 person in a matter of hours (depending on room size).

Not only is painting cheaper but it's a lot less work than wallpaper. And, you can always paint over a painted wall. With wallpaper you have to spend a lot of time removing the old wallpaper - trust me, a lot of time.

Well that depends on a few factors...such as are the walls in good shape, (do they need prep work for wallpaper or paint) are there any discount stores that sell closeout wallpaper in your area, and what is the "look" you want in the room? With a little searching you can find cheaper wallpapers and bargains, same for paint. So time and energy become a factor as well as can you wallpaper, are you comfortable doing that job...etc. I would say painting is cheaper and is less time, but either thing can be done cheaply.

Painting is definitely cheaper. Wallpaper is more expensive and when you don't want it anymore it's not easily removed.
If you are looking for more than just a plain wall, learn how to do stenciling or have a creative friend do a mural for you. It's just a matter of painting over it when you want a change.

Painting a wall - and if you've never had to strip wall paper to paint, you might want to talk to someone that has - as it is a lot of work and after having to remove wall paper that someone else put up - I'll never wall paper.

paint it. when you're sick of the color or design or whatever you can always paint over it. but with wallpaper it probably going to cost more and be more of a pain when you have to take it all down and glue new stuff up.
