On a smaller scale, you can make what is know as a linear motor. Most electric motors provide a rotation as their mechanical output. A linear motor is like laying a round motor flat. By wrapping the coils in a flat manner you can actually move an object in a straight line.

I don't know how i can explain the circuit to you in enough detail here, but if you research the web for linear motors (or particle accelerators) you will probably find something to get you started.

It's really quite simple, use Faradays law (integral form helps) to run your calculations of how much train you can lift.

Briefly: the current through a wire sets up a magnetic field. So you will need a wire and current to do this project. If you are to levitate a small train you're still going to need a lot of power for very little weight, do the calculations yourself.

If you want to levitate a full size train, you will need to build a power plant first. What you're asking is very difficult and cannot be answered here. It takes hundreds of people to design one.
