Ok ok, since I'm beaten to the original answer I was thinking of, let's try this, assuming they CUT and style their own hair (not shave), the neat one must've done a terrible looking mess and he couldn't do anything but shave it ALL away.

the badly shaved one cuase it is just a front he really knows wut he is doing and he aint charging as much as the other guy.
