Um - why is this your problem? Where are your parents?

Get a friend who is good with mechanical things to disconnect the power supply for the tv, and attach it to a small generator. Get an exercise bicycle and attach it to the generator, so the only way you can get power for the tv is to pedal. If you want to watch, you have to ride.

He may not get friends, but at least he'll get exercise.

You are his big brother and should be his best friend. Start doing more with him. When he wants to watch T.V. take him to the park. He may be insecure and that may cause him difficulty making friends. Help him work on his social skills so he can make more friends and have a more productive life.

Get rid of the TV. Harsh, yes, but it will force him to wake up and see that there is a world around him. Noone should have their only friend be some animation.

That's his business. Some people are more introverted than others. Though having friends is crucial to having a healthy and balaced life. You really can't force him to start making friends. Unless, he wants to make friends himself, except he doesn't know how to... then you can give him some good tips. Good luck

Try doing things with him occasionally. He may just be the type of person who doesn't like getting lots of friends but doing something with you will get away from the tube for just a bit.
