if you have a license then you should be allowed to drive in europe but you may not be able to rent a car because for insurance purposes you tend to have to be over 25

The minimum age varies from around 17 for driving. however, renting a vehicle appears to be 21. based on a quick internet check i just did.

call up a travel agent and they'll be able to tell you specific info
