try using hair care products for ethnic hair NOT 'white people' hair. there's a huge difference in texture. her hair is probably breaking off not falling out (which it's normal to loose 80-120 hairs a day. they grow back)
try MIZANI OR DESIGN ESSENTIALS. they are great product lines.

As an African American with the type of hair that your niece has, I suggest that you go to Walmart to the Health and Beauty Aids section and look for the ethnic hair care products. There is a product called pink lotion it is a little moisturizer that will not weigh down her hair. depend on the amount of hair she has put about a quarter size amount into the palm of your hand and rub it into her hair and then brush it. this should moisturize her hair. You should do this daily. Also you may add a little or use a little less depending on the amount of hair that she has. I have what most people would consider to be the hair of a bi racial child it is very fine, soft and long and this is what I use. Now if her hair course then you can find a lite hair pomade or "hair grease" as it is often called and use it the same way that you would use the pink moisturizer. They also make a product called Just for me, which is specifically designed for children of color. It is very important that she uses moisturizer in her hair and don't feel bad about your question. Take her to a black beautician to get some help. Only a professional will be able to get you back up and running.
If it will take a while to schedule an appointment, here are a few suggestions:
For now, if your sister washes it everyday, STOP. That is probably why her hair is dry and is falling out.
Go to a local beauty supply store and ask a clerk for some hair food designed specificially for black hair. Tell her that the child is one.
Once you have the hair oil, lightly oil her scalp and rub a bit on the hair itself. This will make it softer and more manageable.
Braid her hair (not too tight!) and fasten little barettes on the ends. That should tide you over at least until you can speak to a professional.

I have a mixed child, as well as many nieces who are mixed. I wash their hairs as normal, but when I brush it out I put regular condition in it to make sure all the knots are out, as well as making sure it stays moisterized. Then you may style the hair as you wish. There are many products that you can also use like Pink Luster and Carrott Oil works really good too!!!

Take her to a salon. One that specializes in Black hair. It will be a real treat for your niece, doing big girl stuff. And they can help with an easy style. One year olds are squirmers! Perhaps cornrow braids are the answer. Maybe you sis's mate can braid it or his mother should know how.

Take her to a hairdresser that specializes in African-American hair and see what they suggest. Also make sure she's getting a balanced diet and enough fluids, and I would also take her to the doctor just to be sure there's nothing else going on. She sounds young to be having hair breakage.

Make sure you always start with spray in conditioner before you tackle the hair with a comb or brush! Wet or dry, don't matter, just use the spray!

How are you handling her hair? Try not to brush it dry. When she gets a little older, used moisturizing products like Mixed Chicks and finger comb when it is wet.

what u do is make sure and get no perms untill she is 12 during the summer give her braids only wash it every other weekend no hot curlers and for cute styles put on little cute scrunchies and then braid the rest be creative but know your boundaries
