He is telling his officers how to treat the conquered:

“for when lenity [mercy] and cruelty play for a kingdom, the
gentler gamester is the soonest winner.”

As in "you can catch more flies with honey than vinegar"

Why anger, enrage the French/ why motivate them to fight?

Not that the King was a "nice guy" but in the situation, it is better to show mercy at the right time if one gains advantage, etc.
