You can either marry the person in the foreign country and file a Petition for Alien Relative (USCIS I-130 Form); or file a Petition of Alien Fiance(e) with the USCIS (I-129F).

The approval of the I-130 Form can take between 6 months and 8 months approximatelly, but the consular appointment will vary depending on the number of pending applications. Normally this process is completed in approximately 1.5 to 2 years.

The approval of the I-129F Form takes less time (about 3 to 6 months) and you and your fiancee will be given 90 days to get married in the USA and submit evidence of the marriage to the USCIS.

they are diffrent ways ...you marry her in her country or in the USA and apply for the K3 Visa (spouse ). But your wifey has to wait in her home country till they (USCIS) approved her case.
(Needs between 6 month -12 month ).
You apply for a K1 (fiancee visa ). they (USCIS) proof the case and after that (3-8 month )your fiancee can legally enter the USA and you need to marry during 90 days .

here is the link from the USCIS

It is quite simple to marry somebody in another country, however getting them legally into this country is an entirely different matter and quite hard!

You marry them in their country, then you apply to have them come to the US.
