Put water in a kettle and plug it in. If you do not have a kettle, then put water in a pot and put it on the stove. Or use an immersion heater and warm up the water in a seperate heat-proof mug. The easiest method is to use a microwave.
Take the instant coffee and put about one slightly rounded teaspoon (this may vary based upon how strong one likes their coffee) in a mug.
Pour the very hot (nearly boiling) water into the mug.
Add fresh whole milk, fresh half-and-half, or non-dairy creamer to the coffee if desired. Evaporated milk from a can (undiluted) may also be used, and sugar.
Flavorings such as vanilla extract, cocoa powder, or ground cinnamon may be added at this time. If the coffee has been modified, then stir thoroughly until all extra ingredients have been dissolved.

In reality any order is fine, I myself tend towards coffee, water, sugar, milk. But I tend to avoid habitual bahaviors by nature so you may see me do it in any order the end result is always the same.
You are not going to burn the coffee with the water. The hottest that water can be and still be liquid is the boiling point which is not going to burn it.
Because hot water dissolves things better than cold milk you can consider putting the millk in last though most instant coffee will dissolve just fine in room temperature liquid they will just require a little extra stirring.
Putting the coffee in first I find helps because when you add the coffee to a liquid it tends to float on top and once again take a little extra stirring to get done.
I also find that putting the sugar in after the water helps dissolve the sugar better. Coffee crystals have tiny air pockets in them and float while sugar is denser than water and sinks so in a small way it make them self-stirring when put in in the proper order.

I put coffee, milk then hot water. Adding the milk before the water stops the coffee from burning!

I always do it coffee, sugar, hot water, then stir it to make sure all the coffee has dissolved and then I add the milk or cream. I hate it when there are granules floating on the top because someone has added milk first and they have not dissolved properly.

coffee, sugar, then water (that has just gone off the boil) then milk, I find by adding the milk last, I don't put too much in and get the colour right.
Unlike tea which benefits from infusion with boiling water, instant coffee is better if the water is not actually boiling when contact is made
If I am drinking Blend 37, I don't bother with milk, but find that it "softens" the bitter flavour of cheap instant coffee

My way of making coffee, is add coffee to the milk then boiled it or just heat it you can add sugar if you want, anther way is to boiled the water then pour milk to the mug and the coffee steer then add hot water it look like you used the coffee machine

coffee, water, milk to taste. Instant coffee is horrible anyway. Get yourself a cafateire and some coffee beans.

When forced to drink instant coffee, I make it, coffee powder in the cup, hot water next, and if I used milk and sugar , that would go in in that respective order.

Sugar, coffee, then water, then milk.
I do know some one who used to put in the coffee, and milk - microwave for 30 seconds, then add the hot water.
Instant coffee isn't the same as ground coffee - you can't really burn it as you would with proper coffee.

Granules, milk and sugar then the water. AArrgghhh my fancy coffee machine has packed in, hardly used it only for a treat. I am not happy with that. I love my coffee:))
