A ransom was paid and a nationwide manhunt is ongoing. Blood and a victim tooth was found on the scene - five shots were fired. The police has a series of false leads and it is believed that the kidnappers are deliberately giving false leads on the crime hotline.

If there had been no contact at all from the kidnappers over a 35 day period, or the kidnappers had only made an initial demand, then I would say, judging by what I have heard of historically, that the chances of the victim still being alive are very low. Disposing of a body isn't easy, but it's easier than keeping a live person hidden, if that person wants to be found.

In the scenario you describe, I would say (as a rough guess), that there is about a 50 - 70% chance that the victim is still alive, but I would still say that the odds of the victim eventually getting out alive are low. For one thing, at the end of 35 plus days, the victim will know too much about his/her kidnappers. For another, the tooth & the blood & the shots, and the kidnappers false leads all suggest that the kidnappers are very serious about their business, and that the victim's life is not one of their major considerations.

If you paid the ransom, and haven't received any proof of life since then, I would say that the odds of life decrease sharply.
