Id say he is just using you for the times he is out in your area, I have a friend who does the same thing to blokes, if she is out some where and she knows they will be in the same place she will text them to see if they are out, flirt with all night but ignore them when they ring the next day and they fall for it every time.
If you like hime that much give him a few hints that you would like to go out on a proper date with him, what have you got to lose! Or just enjoy his company like you do already.
