you are the right weight for a 13 year old. dont worry about that just yet.

But if you need more weight in that area, i am assuming you mean muscle mass. The best way to build your thighs is squats, lunges, and leg press. My butt got fatter just by sitting at a desk job, but thats not a healthy thing to do.

Also if you are having trouble gaining weight it could be due to a thyroid condition.
