Actually I have some great things to say in this very case.
First of all let me get clear about dreams:
Dreams are reflexes of reality.
When you sleep the brain stops working normally. You may remeber some special things - that's perhaps why you usually dream about some things you thought about before sleeping- But because of the fact that your brain is not in the normal mode, you remember them mixed together. So they are somethings you have experienced by your senses before. When you dream it is a combination of your experiences. In your dreams you also have some feelings. For example you are sleeping and you are dreaming as well. You feel so thirsty and you are trying to search for water. but you never find it. That perhaps happens when you are thirsty. So there are some connections between dreams and reality though beeing asleep doesn't let your brain work correctly so that you may understamd what is happening.
So we realized that experiences are needed for complete dreams.
In your question, you wrote of a person born as blind.
In this case, just like all others, dreams contain expereinces. He might hear sounds, he might feel touching something and etc. .
Because this person has never experienced seeing something, he shall never have REAL visual dreams. He might have some imaginations though. Those who can see, use this sens much more than others. so their dreams are usually full of visual things. But blind people use their sens of touch in order to understand their environment. So I think they usually dream about things they touch.

If the people were born blind, they have no REM and no visual imagery; the dreams consist of impressions from the other senses -- touch, hearing, smell, and taste. If the people were sighted and then became blind, they have REM (if the eye muscles have not yet atrophied), and their dreams contain visual imagery -- but these visual dreams might cease to occur eventually

I have wondered the same thing. My guess is that if they did, it could only be of something imagined because they have never seen anything to start with. My uncle was blinded after he was hit by a car as a young adult. he is dead now and I have wished many time that I would have asked him if he can have visual dreams or not.. I thought maybe because he did see at one time...

That is a good question, unfortunatly I don't have an answer because I don't know anyone who was born blind. But if I ever do I will surely ask.

Yes they can.As if you close your eyes and feel something that you never felt before,you visualize in your mind what it reminds you of,for comparison.As a blind person can touch items and remember what that item is and compare to to another object that they know.

it depends, if they can see before.. then they'll see something in their dreams but if they're blind since birth, then hell no.
