the question is vague because of the many connotations of the word strong. On average men are physically stronger. But I believe that women possess an inner strength that has intimidated men for years. My wife is the strongerst person I know. Therefore, the answer is woman.

Woman - Period pains every month, blood coming out of you every month!!! thats bad!!! Men complain about getting kicked in the balls - your pain last what a day max - period pains are worse, you have them in your back,stomach,all the way down your legs and then you feel sick - all this pain lasts a week!!!!
Plus there is the pain of having a baby!!!

most of the women's are mentally strong than man.........
and
most of the mans are physically stronger than women.......
mental ability is more important to tolerate physical difficulties...........
so i can conclude that WOMEN'S are stronger than MAN...........
