My thighs and calves are a little bit flabby and I need to tone them before August when the cross country running season starts.

to tone first you need to lower your body's percentage of body fat..

You can work out your legs all day long, that isn't goign to make your body just decide oh know she is burning too much energy lets burn some fat to make up for the energy she is using... oh look she is working out her legs she must wanna burn the fat on her legs so lets help her and burn the fat on her legs... you can't tell your body where to burn the fat, it will burn the fat from wherever it wants.. basically do cardio and stuff to lower overal body fat. That will tighten the skin a little better, then from there working out the calves or the region you want to bulk them up a bit and yeah..
