By Citizen ship card we can solve major problems -
1) Stop Infiltration
2) Easy Identification of Person
3) Stop corruption
4) Stop Tax Evasion
5) Maintain the history of every person.

YES it is good to make the citizenship card compulsory.
As:
1. we always serch for the alternative to avoid the lawful things, 2. the policy makers and controllers keeps some provision for
wrong interpretation when it is required for some selected
people.
3. as we are not independent, always the neighbour dictates the
rules and conditions
4. the system encourages for the violation
5. better way to get the required vote bank and other exemptions

Yes I do agree with points raised by you.
India is having 2nd biggest population and less infrastructures to issue this compulsory card.
We are still an-able to provide the photo I-cards to our voters every where in India.
Slow decision taking system is also responsible for delay in such cards.
