There were unqualified dentists working in Germany and confusingly these were called "dentists" as opposed to the official German word "Zahnarzt", but no new ones have been allowed to practise for approximately forty years (maybe longer).

I never came across an unqualified Dentist in Germany, and I grew up there and left Germany just a year ago.
You need to go through University successfully to be allowed to practice afterwards. The only thing that I know about is, that you can prctice without having a Doctor's title. The education isn't any different, because you do not get the doctors title by studies or tests, you get it by writing a book on a matter, that approves you are worth getting this title and only after you successfully got your post graduate diploma.
But since the studies do not proove or test any inter-human skills, some doctors in general should have chosen a different profession. I remember one doctor who was complaining that patients bore him with their problems ....

You mean like when barbers were blood letters? thats the reason for stripes on a barber pole? so in Germany ,you can go to some guy in a loft office on a back alley and they yank your teeth? how is the cost difference?
