In most states you can get a learners permit at age 15 that requires you to have a licensed driver (usually a parent or gaurdian) with you at all times.
To get a license though, you usually have to be 16. The only exception is some places (like TN) allow you to get a motorcycle license at 15 (up to 175cc or something).
Your best bet is to get someone with a car to take you to a big empty parking lot and practice starting, stopping, turning, parking (especially parallel parking). Take a few cones (available for free at any road work site) and get comfortable with driving (especially if you are going to be driving a car with a clutch, and haven't had the pleasure of figuring that out before). Get the drivers manual from the DMV and study it, because you will have to take a written test as well as the driving test.

It varies depending on where you are. Some states allow you to start at 15 and a half, most now have a graduated license system in effect.
Look for the Department of Motor Vehicles for your state, click on Driver's license when you find it, and search there for "Teen information" or "new license" and you will then know for sure.
