A policeman is walking through a park one day, he looks across the field and witnesses a murder, he casually looks away and carries on walking, he doesn't report what he saw nor does he tell anyone.....why??

how can a policeman register a case and be its prime witness as well.
secondly i think that he was in a very bad mood that day.in the newspaper he must have read or in the television he must have heard about the murders and all happening all around and the world and police and law doing nothing.He must have thought that this is another such case happening and just ignored the same.
or may be he he was thinking that let the case get registered in his police station first and then as per procedure he will call the witness and take their statements.

Is it because the policeman was not on 'duty'?
or was some movie maker shooting a'scene ' for a movie? lol ..
Or was it 'him'[ the policeman] who was murdered who was silenced and could not tell anyone or report?
Or was he deaf and dumb ? he could not speak? so he just walked away?
or blind? he heard ' murder' and could not understand and walked away????/
