XP and 98 should be able to make nice when on the same partition. It is just 2000 and ME that get eaten by XP. To be on the safe side, I would still only do it on a separate partition. As for dual boot with 3 systems, I don't know about that. The best way would be to dual boot XP and Ubuntu, and use VMWare Workstation or Microsoft Virtual PC to make a Virtual 98 machine. That way, you can format your main partition NTFS, use XP as your main Windows workstation, and just boot up 98 when you run your legacy apps. Windows XP does have legacy mode and all kinds of stuff for backward-compatability, so you really should be able to run old stuff on XP.

Wat u do
U start Windows 98 and insert the CD of Windows XP
There will be a file Win32 in the installation CD .Now when U click on that there comes an option that U install Windows XP in the same drive as Win 98 without affecting Win 98.
Choose this option and Ur job is done.U haev win 98,Win XP and Ubuntu will also b there as it does not even come to know U had an installation of Win Xp

that's obtainable, yet you're able to desire to partition the foremost HDD that has your important device on it, deploy Linux, go into the bios device to set the default OS, and whenever you desire to apply the different OS, you're able to desire to circulate into the boot strategies at startup and choose the OS you desire to apply. that's a sturdy little bit of artwork however.
