Yes they will give you a ticket. Its called peer pressure. Just remember the jumping of a cliff addage. Best way to handle that situation is wait until there are 8 to 10 cars behind you and pull off to the shoulder and let them pass. Then reenter traffic. The law states approximately that you can not exeed the posted speed limit for any reason. Not even to pass another vehicle.
I have had 15 tickets for speeding in 3 years. I drive a few hundred thousand miles a year. Spent a lot on lawyer fees. Cops are unforgiving and rarely understanding. Screw the other drivers.
If it helps. Just think that by doing the speed limit you are slowing down a driver in a hurry that may end up in an accident for exceeding the limit. Look at it as saving lives (indirectly). Do the limit.

If everyone is driving at 40 then it's open game for tickets. Many states have an impeding traffic law which allows a tickets for slowing traffic. This is not an option if you have slowed traffic to the speed limit. Some states have minimum speed limits and they are posted below the normal speed limit signs.

Drive 30 and stay to the right, if it's a 2-lane road. You sure can get ticketed for driving 40 in a 30, even if everyone else is driving 40. It's a lot cheaper to get flipped off than it is to pay a ticket.

In Canada you can get a ticket for going too slow, that includes doing 100 km/h (speed limit) when the rest of traffic is 120. Here although there is a speed limit, you should go with flow of traffic if the traffic is faster than said speed limit.
I've been in traffic doing 140 with police next to me and was fine because the rest of traffic was doing 140 as well.

That is a very good question. Where i live everyone disobeys the speed limit. Its "wrong" but what can ya do? I would say for the concern of everyone around you that you should go forty, but the police might still single you or anyone out.
You could try going thirty-five. I would say as a rule if the majority of traffic around you is traveling faster than the speed limit join them but always aim for under what they are by a margin.
And don't flip off the cops

I challenge any cop to give a ticket for driving the legal speed limit and call it too slow. This was tried by a group of lawyers before and challenged in court.

Most state requires you to drive in such a manner not to hamper smooth traffic flow. If traffic is a little higher than 30mph, I would go with the flow. I would, however, do this on the interstate, not on the streets.
