If you'd like one from a Kennel Club Accredited Breeder then try looking on the Puppy Register on the Kennel Club site:
http://www.thekennelclub.org.uk/item/436
You could also have a look on the Champdogs site (I think that the breeders listed here generally also show their dogs):
http://www.champdogs.co.uk/guided/all_labrador-retriever.html
Plus, of course, as already suggested - the ePupz site (you'll need to join to get the contact details - but it's free - unless the adverts are less than five days old when to view them you'll have to pay ... £5 I think):
http://www.epupz.co.uk/search/puppies_for_sale.asp?breed=Labrador&area=West+Midlands&st=1&Submit=Search+++
Good luck

There has been over-production of labs from puppy farm breeders who are changing to other breeds as they can't get enough money for them. Go to labrador-lifeline or other lab rescue sites or try shelter-helper.co.uk. If there are no pups at present there are bound to be some 1-2 year olds- just the right age to do serious training. I do beg you to try the rescues first and to consider a lab cross- likely to be less inbred, therefore healthier. Never buy from stores or puppy farms- the brood bitches have a hell of a life there. Good luck with a lovable lab.

Anwen & Solo are right. Don't go to a puppy farmer in Wales, for crying out loud. A KC registered breeder will have had all the relevant health checks before using a dog for breeding. And can I point out that reputable breeders DON'T inbreed. Are you mistaking this for LINE BREEDING? Quite another matter, and probably too complicated to understand if you think a farm bred dog is the right choice.

Don't live in Birmingham but I thought of a few ideas...
Buy the local paper, you maybe able to find advertisements in near the back in the classified section
Go to a dog homes, look on Yellow Pages website http://www.yell.co.uk and find one close to you.
Ask around - speak to friends, work colleagues, word by mouth can be useful.
Hope that helps

The only advice I can give is stay away from pups that are KC (kennel club) registered. They are usually very inbred and have all sorts of problems both mental and physical.
My black lab came from a farm near the Welsh border and he wasn't KC registered and is a very lovely dog and NEVER ill.

This link will provide you with the information you need before buying a Labrador puppy. I hope the poster of your first reply also reads it - their ignorance is astounding

Epupz is a great place to look but beware that you are not buying from a puppy farm.
