If you have done the whole regular trims and vitamins things then maybe it is just a mutation in the DNA. Also i read somewhere that some peoples' hair just doesnt grow past a certain length or maybe it is even her age wait it out.

It's natual some peoples hair does not grow at the same rate as others. Are you in a competition or something to see if you child has the longest hair? Leave her be and enjoy her as she is. do not make her more grown up than she is.

Each hair strand drops out after time,& starts growing again from the root.Maybe she loses them at a rate;that keeps her hair at a certain length. Also, how is her diet?

try massaging her scalp twice daily with a small amount of brill cream or olive oil, brill cream contains protein which helps hair growth and the massage will stimulate the scalp making the hair grow faster and thicker. good luck, hope that helps

calm down give it some months hair grows at .5 inches per month if you trimmed her hair regularly then that slows the growth to .25 inches per month which will obviously take longer than expected for long hair growth.

Don't worry about it.
