Absolutely. I just had eye surgery and the doctor used a local anesthesia for my right eye. I couldn't feel a thing. I am not certain whether you can have a doctor prescribe eye anesthesia that you can use yourself. I had a certified anesthesiologist standing by....but it could have been that he was there so he could make a buck. He did absolutely nothing.

It's called an anesthetic and yes. I got something embedded in the underside of my eyelid a few months ago, felt like a knife going across my eye every time I blinked. The eye doc put some drops in my eye that stung for a second, and then aaaaaaaah blessed relief! I felt no pain.. at least not until he turned my eyelid inside out and pulled the thing out. It wore off after about 20 minutes.

The public got its first whiff of cocaine when it was used successfully to anaesthetise the surface of the human eye in 1884. In the days before painkillers, this was very big news. For example, Amethocaine 0.5% is a dirivative of cocaine and used to ansesthetise the surface of the eye. There are others, mainly all derived from cocaine. Local anesthetics combined with an IV sedative are also commonly used during eyelid procedures. Other drugs used in the eye include:- Ophthalmic atropine, homatropine, and scopolamine (Another commonly used name for scopolamine is hyoscine.) are used to dilate (enlarge) the pupil of the eye. They are used before eye examinations, before and after eye surgery, and to treat certain eye conditions, such as uveitis or posterior synechiae.
Pilocarpine relieves the symptoms of glaucoma.

yes...it comes in eye drop form. You can still see..kinda, but you don't feel a thing. It is local, and when it used, your eye/s feel weird. Like someone punched you in the eye..minus the pain, just the swelling only there is no swelling. Sometimes, your cheek bones and by your nose can feel numbish too. Usually there is no adverse side effects and it wears off fairly quickly (20-30 minutes).
