He is either unsure and wanting to keep his options open in case things don't work out with the ex so he will have you to fall back on, or he is just outright playing you.
If he really loved you, he would not be going back to her. If he really loved her, he would not be calling you and telling you that he loves you. Don't see any "win" in continuing playing on the love teeter-totter with this guy...might want to tell him not to call you until when/if he is legally divorced and ready to try to have a real relationship with you.
