So last week (17-21JAN) was the commissioning board for the AMEDD HPSP. The board keeps sending requests or "call outs" to my recruiter asking for more documents, which I keep dutifully providing. The recruiter tells me the 18 slots for which I am applying have not been filled and the good news is I have "already been boarded." However, she walks right up to the edge of saying that the document requests are just a formality. In other words, "you are commissioned, as long as you can provide these documents." So what the HECK is going on with my commission?

What this means is that the selection board has reviewed the applications and you have been selected.

Now they are working on making sure all of the paperwork is correct. (And possibly waiting on the results of your background investigation.)
