i was talking to this guy from school on the phone and we were talking about random stuff, then we started talking about how one of the guys is a pervert to me....then i dont know how or why but we started talking about how guys work and stuff like that, and what they think about. and how hes probally just going through a guy devolpoing stage. is this werid!

no I don't think it's wierd at all. Maybe he brought up the being perverted towards you because he's too shy to be perverted to you but he wants to. And he wanted to see how you reacted when he brought that topic up to see if you would want him or any other guy to be a pervert to you. He probably likes you. Or he just wants to know your opinion on guys and wanted to talk about how he thinks and feels as a guy. He probably just wanted to get a girls opinion on guys if anything. Don't freak over it. It kind of sounds like he might like you or just wanted a girls opinion. He obviously feels like a close enough friend to talk about this with you. Think of it more as a compliment.
