When is the last day that employers can send w4 tax forms to their employees before they can get in trouble?

Also, is there any other way for employees to obtain the forms quickly without the help of their employer?

I'm getting tired of waiting...

The employer has until Jan 31th to send it out to you. And yes there is a way by just using the last paycheck of the year. You will have to ask your employer for the Employer Identification number so you can enter it into the tax system you use. If you go to a place like H & R block they can just use your last pay stub and pull it all up with the employer information.

You can file jointly whether you are living together or not. No way to know about a refund unless we know the total income for both people, how much was withheld, etc. Married joint with 3 exemptions (excluding anything else possible) the first $22700 is not taxable.

It's a W-2. W-4 is what you fill out when you start a job. They need to mail them out by January 31st. And I'm afraid you'll just have to wait.
