Actually, the Length, Width and Height is measured by the position of the object.A world wide technical standard says that any piece, or thing must be measure in its position as when functions properly.
So "Height" is the"z" parameter from the 3 D coordinates , the "Length" must be the "y" coordinate and the "Width" the "x".

I would rather describe it as length by width. Length would always be the longest side.

I don't believe there is a 'standard'. It would be best if you defined your measurements yourself. That way there will be no confusion.
