Here are some things that I did to improve my foreign language skills: I read books that were meant for children and teenagers.
I watched movies in the language I was studying with subtitles in my language.
Those helped me a lot
Many colleges have language groups. If one of them is the language that you speak, you might want to go - many people would be willing to help you learn English if you would help them with yours.
My father meets in one of these groups - but I dont know how he found it - but if he is online at 75 years old, I dont think it would be difficult for you.

improving grammar comes through reading. reading can also help you learn more words and improve your vocabulary. as far as speaking English, well that comes with practice. by the way, no one uses proper English on this web site either. most people tend to type the way they talk and are casual. hence the abandonment of capital letters.

i think we have the same dilemma...i've actually studied english in school but still i feel its not enough.. i want to know more...well,
what i do is i watch interactive shows like tyra, oprah even wwe and nba..y??doing it makes me learn more about english..glad to say i do understand the conversation going on in such shows ..if there are words that i dont know the meaning i try to look it up in the dictionary..thats how i learn..and of course i read english books....for the speaking part, think its not important to have the accent as long as the fluency is there..i would recommmend that you buy videos that has english translation( watch and imitate how they speak)
better yet, go to a western country...hehe!

to improve your speaking poer, you should read a lot and speak a lot .. my dad used to force me to do all this . read an article or two EVERY DAY from an english newspaper .. keep a dictionary and thesaurus in hand and find out meanings of words, phrases you dont know...you will notice the difference in a month..speak in english no matter how it comes out..speak to your freinds..if ur shy imagine urself in a situation, prepare random questions and speak to urself in a mirror..:) for improving listening, i suggest you watch CNN or BBC an hour a day .. i hope that helps ..it helped ME :)
