i cooked muscles for the first time today, are they okay if after being boiled the lips have opened slightly when others have fully opened?

Once cooked, discard any unopened mussels and serve immediately. Do not overcook, as they will become tough and have a rubbery texture. To reduce the risk of food-borne illness, mussels are recommended to be cooked for a minimum of 5 minutes to a temperature of 60ºC (140ºF).

The only ones to avoid are the ones that did not open.

Personally, I would discard the entire batch if there were mussels that did not open.

Before you put the mussels in the pot, you pluck them and see if they open. If they open, they are alive and fine for cooking.

If they stay closed, they are dead and have bacteria growing in them.

Cooking dead mussels with live ones will spread the bacteria to all of the mussels.

Mussels....

Mussels are sold live in the shell; Before cooking mussels, scrub the shells under running water with a stiff brush, grab the hairlike "beard" and pull out with a quick, firm tug.

They are ok!
