ex. if a friend (know at least 3 years ) doesn't have a family, food, shelter, job or at an equal or higher educational level should they be considered advisable.

Advice from anybody is just that- It's up to you to act on it. As I see it, anyone can advise, regardless of their situation. Even a friend who has been through the ringer just might have good advice having experienced a lot of hardships. A lot of people give good advice but for the life of them cannot follow it on their own. So my answer is yes, they can.

Sounds like they need to take advice rather than give.
I just saw a similar situation. There was a Wiccan girl who had lost custody of her kids, and yet she was telling people how to do "magic spells". OK, if she knows "magic", why can't she get her kids back? And how'd she lose 'em in the first place?

It's the advice that is needed not your family history. If YOU are going to offer advice, however, let me suggest you use the check spell AND study your grammar a bit so that your question and/or answer is somewhat understandable.

Being poor doesn't make you stupid, so yes , listen to all advice, that doesn't mean you have to take it. I see a lot of rich stupid people.
